1. Shelter services. The Provider shall: a. Provide shelter for a child or youth referred by DHS in a 24/7 safe and temporary living environment; b. Provide shelter in West Hawaii to allow a child or youth to remain in their respective community; c. Provide shelter in West Hawaii to allow a child or youth to continue in their school of origin; and d. Provide staffing to maintain operations and services for a minimum of 6 youth. 2. Support services. The Provider shall: a. Provide crisis stabilization, behavioral supports, and on-going counseling to a child or youth referred to the shelter for services; b. Assess each child or youth upon placement, identify their needs, and work with DHS to make referrals for services to meet those needs; c. Provide knowledgeable trained staff to stabilize and support the needs of the child or youth using a trauma informed care approach; and d.
