2.1 Contractor shall provide, for purchase or lease by the City, hardware and software to equip approximately 400 City vehicles with GPS Vehicle Tracking to be installed by the Contractor. The City intends to establish an ongoing contract for the most cost effective option based on proposals submitted and successful pilot. Proposal shall include detailed information describing the manufacturer and model of the equipment to be provided. 2.2 System functionality, reporting capabilities and service will be major factors in determining award, with general requirements as follows: Required Components • Fixed monthly services fee must not fluctuate based upon level of usage • Solution must cover all of Cedar Rapids and surrounding states • Provide accurate/position location information of vehicles and equipment • Store GPS/AVL location data at a minimum every 30 seconds • Capability of archiving and retrieving historical mapping, travel paths, and activity of vehicles up to 90 days • GPS/AVL data obtained via web-based interface and accessible on mobile devices • Ability to establish geo-fenced areas for arrival/departure • Vehicle identification on map • Track and report speed of vehicle and those in excess of posted speed limit • Track and report start/stops by vehicle • Track and report odometer and hour readings • Track engine hours • Track and report engine idling • Track and report engine data and maintenance issues • Track and report hard braking and hard acceleration • Ability to track vehicle after scheduled hours, 24 hour vehicle monitoring • Ability to view account information on-line • Ability to track plow up/down • Ability to measure and track usage of salt and sand • Ability to track broom use on Sweepers • Ability to measure/record usage to include both solid and liquid materials • Ability to track/record PTO on/off and hours used • Compatible with ESRI Event Server or SQL bases data source • GPS/AVL data obtained via web-based interface and API • Compatible with ESRI GeoEvent Server/Velocity or SQL based data source, along with robust documentation on how to implement the integration(s) • Compatibility with Force America software, model 5100EX units • Ability to operate GPS/AVL without any interference or compatibility issues with specialty equipment and vehicles • Ability to create user defined detailed reports • Ability to provide canned reports on day 1 • Ability to create users with varied access levels • All critical systems and data are stored in a secure data center • Proposer certifies the solution information gathered becomes the sole property of the City of Cedar Rapids
