Madison Metropolitan Sewerage District (District) is soliciting Proposals from Proposers capable of satisfying the needs for software and consulting services to implement a new software systems environment to address the District’s needs related to Enterprise Resource Planning (ERP). The overall goal of this project is to take advantage of the newest technology and harness efficiencies by reviewing business processes and implementing technology to enhance existing business processes performed by District departments. The District is planning to replace its current software systems environment with a new system or combination of software systems, and to adopt systems functionality to support core processes. In doing so, the District seeks to address several challenges in the current environment, and gain future efficiencies, including, but not limited to: Key Objectives and Outcomes: Enhance operational effectiveness by making more timely, accurate, and complete information available to citizens, the District personnel, and vendors Robust reporting capabilities that leverage an improved system with more analytical and reporting capabilities, the District will be able to track, analyze, and report on various metrics and key performance indicators (KPIs) via scheduled and ad hoc reports A user-friendly interface will help minimize the learning curve and maximize user adoption Enhance features that identify complex data patterns, provide advanced forecasting models and enhance process automation The goal is to implement an ERP system that will be the single source of financial and HR data and will create efficiencies through automation and standardization, ensuring more resources can be dedicated to core business activities and service delivery The District is looking to implement an ERP solution that is affordable, reliable, and secure to meet the needs of an evolving organization The District is looking to accomplish these goals with limited to no customization and intuitive processes to ensure the system will evolve with the organization’s needs Primary Challenges in the Current Environment The District is currently utilizing multiple disparate systems to store financial data. The lack of integration between systems results in staff duplicating information into multiple systems. The District is currently utilizing multiple disparate systems to house employee records. The lack of integration between systems results in staff entering information into multiple systems. In addition to duplicative entry, staff must manually track personnel updates using MS Excel. The District relies heavily on paper forms and manual processes to manage employee records (e.g., pay stubs, W-2s, direct deposit, life events, etc.). This requires an increased level of effort to maintain records and provide data to employees. The current system lacks functionality to create and maintain District budgets
