The scope of work for this project includes, but is not limited to, the following tasks: 1. Data Collection and Analysis: o Assess the current state of Springville's transportation infrastructure and funding mechanisms. o Analyze traffic patterns, road usage, and maintenance costs. o Inventory and categorize all single family residential, multi-family residential and non-residential (commercial and industrial) uses within the City. o Calculate and quantify trip generations for each parcel/land use. 2. Fee Structure Development: o Design a fee structure that is equitable and reflective of road usage. o Explore different models and methodologies for calculating the TUF. o Evaluate the potential impact on different types of property and businesses. o Evaluate different funding rates and the resultant revenue. For each funding level determine the following: 1. Roadway maintenance short fall 2. 20-year average PASER value (and trend) 3. Roadway maintenance backlog (monetary value) 4. Percent of Active Transportation funding included 5. Percent of Reframing Downtown funding included o Develop serval options and present them to City Council at a work session(s) for input and discussion 3. Legal and Regulatory Review: o Ensure the proposed TUF complies with local, state, and federal regulations. o Provide legal justifications for the fee structure...
