One Risk Management Consultant or firm shall be appointed by the Mayor and Council to serve as the official Borough Risk Management Consultant, and other Risk Management Consultants or firms may be appointed by the Mayor and Council, for a term of two (2) year, to perform Risk Management Consultant services for the Borough of Elmwood Park including but not limited to those services as described in Section II of this document. The Mayor and Council may select, at its sole discretion, individuals or firms for this position, so long as those individuals or firms meet or exceed the minimum requirements set forth in Section III hereof. Once an appointment is made, no substitution of personnel may be made without the express written consent of the Mayor and Council, which consent may be withheld in their sole discretion. The Risk Management Consultant shall perform the following minimum duties as well as those prescribed by applicable law, subject to the approval and review of the Mayor and Council; A. The Risk Management Consultant (individual/firm) shall provide guidance to the Borough relative to the provision of employee health/dental benefits. B. Interface closely on a regular basis with the Borough Administrator and finance department’s personnel; C. The Risk Management Consultant shall review the Borough’s participation in the North Jersey Municipal Employee Benefits Fund and make recommendations relative to continued participation in that fund; changing health insurance funds; self-insured; etc. D. The Risk Management Consultant shall continually review the coverage and cost of employee health/dental befits. E. Attend regular, special, and Executive Session meetings as requested by the Mayorand Council.
