Through this IFB, MDA is seeking a Contractor to provide ARC Grant management services for approximately fifty (50) existing projects and up to twenty (20) new projects. The Contractor shall provide services, and otherwise do all things necessary for or incidental to the performance of work, as set forth below to administer ARC construction grants and to ensure compliance with applicable laws, regulations, and guidelines: 4.1.1 Provide project management servicesfor Federally funded construction projects, which may include new projects and/or completion of current projects; 4.1.2 Assist with the development and maintenance of the Program Design Proposal; 4.1.3 Review applications, plans and specifications, bid requirements, labor requirements, financial requirements, and requests for reimbursement; 4.1.4 Conduct environmental reviews and close-out of projects; 4.1.5 Monitor construction progress and grant expenditures no less than semi-annually; 4.1.6 Perform construction inspections as necessary, but no less than one on-site inspection during the construction phase; 4.1.7 Prepare and submit progress reports and requests for reimbursement; and 4.1.8 Provide technical assistance and ensure compliance with applicable rules and regulations on construction projects that do not contain Community Development Block Grant (CDBG) funding...
