1. Collection and organization of local data regarding land values, local tax millage rates, development conditions, land use regulations, and cost of public infrastructure and local government services. 2. Development of a user-friendly fiscal analysis tool to estimate the fiscal productivity and the impact of proposed developments. 3. Analysis of parcel-specific tax and fee production throughout unincorporated Gwinnett County, including scenario projections of potential future tax revenues based on varying approaches to build-out and density of development. 4. Development of cost of infrastructure services analysis. The methodology should be developed in collaboration with Gwinnett County staff. The analysis will estimate public revenues and expenditures associated with land use decisions, considering infrastructure services and capital improvements decisions. At a minimum, transportation and water resources infrastructure will be included in the initial analysis. 5. Assessment of the effectiveness and fiscal impact of housing and economic development incentives through analysis of actual and potential projects. 6. Visualization of data to illustrate land value, tax value, value per acre, and net cost of infrastructure services. 7. Development of training materials for the use of the tools above. 8. Development of educational materials that demonstrate the benefits of smart growth and financial sustainability.
