Mandatory responsibilities and requirements of the BOND COUNSEL are: Perform all of the typical duties of a municipal bond counsel, including, but not limited to: 1. Prepare improvement authorization ordinances including all necessary documents and supporting information. 2. Review record of proceedings to ensure completeness. 3. Provide advice on financing and tax matters. 4. Prepare applications for Local Finance Board as required. 5. Prepare all necessary documents, forms, reports and notices for the sale of various note obligations. 6. Prepare all necessary documents, forms, reports and notices for the sale of various bond issues. 7. Assist with preparation of disclosure documents and offering materials. 8. Provide legal opinions as required in support of the above. 9. Prepare tax certificates and supporting information for arbitrage compliance. 10. Interface with auditor and financial advisor.
