I. Overview. Furnish and deliver anionic dewatering polymer for the Department of Environmental Services (“ENV”), City and County of Honolulu, Honolulu, Hawaii in accordance with the specifications herein. The use of this contract is mandatory when the services are needed by ENV. II. Technical/Performance Requirements. A. Manufacturer/Band name: Clarifloc A-6340, Polydyne AEP-1520P, or approved substitute. B. Type of polymer: Anionic hydrolyzed polyacrylamide water-in-oil liquid emulsion co-polymer (combination of acrylamide and either sodium acrylate or acrylic acid). C. Form: Neat liquid D. Negative charge density: Medium E. Active content: Within the range of 30% to 40% F. Specific gravity: Within the range of 1.01 to 1.10 G. Product viscosity: Within the range of 1,000 to 3,500 centipoises H. pH: Within the range of 6 to 8 I. Solubility in water: Not less than 1% J. Auto-ignition temperature: Greater than 200° Fahrenheit K. Other requirements: Neat polymer must meet the ANSI/AWWA Standard B453 for Polyacrylamide. Neat polymer must be easily dissolved and must be certified and suitable for contact with treatment of drinking water by an accredited certification organization in accordance with NSF/ANSI Standard 60, Drinking Water Treatment Chemicals – Health Effects. L. Packaging requirements: Shall be delivered in intermediate bulk container (“IBC”) totes containing between 250 to 300 gallons each. III. Spills. A. The Contractor shall report all spills to the City personnel immediately. B. The determination of the Contractor’s responsibility shall include, but not be limited to, spills resulting from the failure of its delivery equipment or its subcontractor’s delivery equipment, or through the Contractor’s improper performance of duties. 1. In the event the City determines that the Contractor is responsible for the spill, the Contractor shall be responsible for immediate clean-up, containment, disposal, and restoration of the affected area to an acceptable state prior to the spill. 2. The City will inspect all affected areas prior to dismissing the Contractor of spill duties. a. The City will not accept any part of the shipment until spill duties have been completed. 3. Failure to comply with any of the specified requirements above shall be sufficient grounds to reject all applicable shipment(s). The Contractor is responsible for all costs resulting from the rejected shipment(s).
