Task 1: Consultant Onboarding and Orientation A. Kickoff Meeting To initiate the project, the consultant will meet with staff, the city’s Design Advisory Board, and all other major stakeholders as determined by staff. During this meeting, the consultant will review the project work plan, including goals, deliverables, and timetables, and collect feedback from stakeholders B. Community Outreach + Education Plan To guide the creation of an overall vision, the consultant shall work with City staff to develop a community engagement plan aimed to solicit widespread feedback on the community’s viewpoints and outlook for historic preservation in the City. Anticipated Deliverables: o Stakeholder Engagement + Public Comment Work Plan, including but not limited to a meeting/event schedule. o Any documents the consultant creates in the process, including any survey forms, flyers and handouts o Public & Stakeholder Engagement Report incorporated into the final Plan, which includes comments from public and stakeholders during engagement activities. Task 2: Analysis of Existing Regulatory Process A. Review of Existing Regulatory Process and Past Planning Efforts The consultant, with help from City Staff, will utilize existing resources to gain an understanding of prior work the city has done for historic preservation, and regulatory and non-regulatory methods the city has employed for protecting historic resources including, but not limited to, the following: Burlington’s Comprehensive Development Ordinance (CDO) National Historic Register Listings Vermont State Historic Register Listings Existing GIS data inventory and management practices This review will provide the information and perspective needed to develop a meaningful and realistic visioning and planning process. This analysis should include strengths and weaknesses of past approaches, and any insights gained into reasons for successes or inconsistencies.
