• Project Kick-Off. The consultant shall hold a kick-off meeting with staff and elected/appointed officials. The Village anticipates establishing an ad hoc committee to assist in the development of the plan and seeks direction from the consultant on the make-up of a steering committee or ad hoc committee to guide development of the plan. • Project Management. o Periodic review meetings or check-ins with staff. o Periodic written updates to the project website. • Existing Conditions Analysis. The existing conditions report shall include analysis of current plans & the Unified Development Ordinance, as well as the Village as a whole. • Public Participation. Involvement of local residents, businesses, and stakeholders is vital to the development and long-term success of the plan. The consultant shall: o Include opportunities for the general public to participate in the planning process including, but not limited to open house presentations, workshops, and surveys. o Make formal presentations to and garner feedback from elected/appointed officials. It is anticipated that there would be a minimum of 3-5 meetings with the ad hoc committee. The Village also anticipates 2-3 Planning and Zoning Commission meetings/public hearings and 1-2 Village Board meetings. o Gather input from key stakeholders from other taxing bodies, key elected officials, staff, and other stakeholders. o Design a website (or page on the Village’s website) to inform the public of the project, the status of the work completed, and ways to participate. o Create all documents and materials for public participation activities. • Preliminary Recommendations Memorandum. The consultant should develop a memorandum describing the preliminary recommendations of the Plan. This memorandum will be primarily for staff and steering committee review. It should summarize the analysis and findings of the existing conditions and public engagement to provide a basis for the preliminary recommendations. • Draft Document & Presentation. A draft of the plan shall be provided to staff for comments and presented to the community at public hearing. • Final Draft. The final draft shall incorporate all comments from the draft document review and hearing.
