The intent of this Request for Qualifications (RFQ) number PH02TH1124 and resulting contract is to obtain the services of licensed Contractors to perform specified vacant unit reconditioning THA wide. The successful respondent(s) shall have sufficient resources to respond to this proposal immediately after the contract is awarded and/or on an as needed basis, within reason, as THA needs are defined. The successful respondent(s) must be able to commence work within requested time and be completed within specified time frame unless extraordinary circumstances prohibit such repairs. This contract will be for a term of one year. The major characteristics and scope of the work on which to base your response are as outlined below. While the Trenton Housing Authority has made every effort to define this work as specifically as possible, it does reserve the right to make minor modifications in the scope of work. It is expected that your response will incorporate the flexibility to include the eventuality of such minor changes without the necessity of modifying your 5 response. At the same time, it is understood that major changes in the scope of work may be cause for negotiating and modifying the major elements of this submitted response. 1. CLEAN APARTMENT: Important note to the general contractor: The work description below is not “boiler plate” which no one will read or check. It is a serious outline of the minimum requirement for this work that will be diligently verified by the Owner. Rejected work will not be paid for and will be required to be completely redone. Hiring untrained personnel with a “bucket and rag” will not do. Superficial cleaning will not be accepted. This work required skilled professionals, schooled in commercial cleaning. You have been forewarned. Thoroughly clean apartment/replace bulbs as described below. This operation shall take place after all other work is completed. The following cleaning process will be followed precisely throughout the units. The final product will be thoroughly inspected and rejected if done improperly or incompletely. Punch list inspection will be terminated if found that this work has not been executed properly. This termination may result in delayed payment or charges for aborted inspections. All cleaning shall be done incorporating a disinfecting agent compatible with the materials being cleaned and having documented anti-bacterial and anti-viral properties. This is particularly applicable in the kitchen and bathroom areas of the apartments. All workmen shall be capable of reading, be given a copy of these specifications for thorough review, be properly instructed in the use of all materials, and shall wear the proper protective gear. Cleaning materials shall not be stored on the premises, and all equipment and materials will be removed from the site daily and at the end of the work. The following work shall be performed: 1. Windows: Wash windows inside and out including glazing, sashes, frames and sills. Remove decals and adhesive residue. 2. VCT: General: Apply liquid floor laser Stripper to all VCT flooring in living room, kitchen, bedrooms and hallways. Use rotating stripping machine to remove all old wax, then mop floors thoroughly with clear water to remove all residue, then apply new wax to floors using 20” blue stripe mop head, so not to leave string residue on floors. Note: be sure to clean all cove base of stripper and Wax residue, if possible, remove cove base and replace with new. Either protect baseboards prior to work commencement or remove all cleaner splatter from the baseboards and walls after this work is completed. Under Range: Turn off range gas valve, disconnect gas piping, disconnect anti-tipping device if present, remove range from opening, clean floor under range, reconnect range to gas, install anti-tipping device if missing or reinstall anti-tipping device if present, turn on gas valve, check for leaks with leak detector and correct leak if found. Under Refrigerator: Unplug refrigerator, remove 6 from opening, clean floor in refrigerator recess, replace refrigerator, replace plug, and check for proper operation. 3. Replace VCT with LVT flooring, trimmed out with ¾” round molding - where needed. 4. Vinyl Cove Base: Where present, scrub, clean, rinse, and dry all vinyl cove bases. Apply one coat of Butcher’s wax and buff. 5. Ceramic Tile/Fiberglass Tub Surrounds: Thoroughly scrub with non-abrasive cleanser and wash surfaces of ceramic wall and floor tile and grout joints and rinse thoroughly. Treat and brush residual haze and thoroughly rinse and dry all surfaces to a high luster. Perform same operation on fiberglass tub surrounds using products compatible with this surface.
