Task 1 - MS4 Permit Implementation, Management Support, and Training Contractor shall provide all services relevant to ensuring full compliance with existing MS4 permits and full implementation of new permits including but not limited to developing compliance timelines and schedules, Storm Water Management Plans, training materials, public education and outreach materials and presenting to SVRA staff either in person, virtually, or some combination of both, ensuring SVRA compliance with the Trash Amendments of the permit, new permits, and any amendments to existing or new permits, monitoring support, inspection support, coordination, and development and review of annual reports. Task 2 - Soil Conservation Standard Compliance Support at SVRAs Contractor will assist as needed, or upon request from an SVRA with approval by OHMVR Division, with aspects that ensure SVRA compliance with the 2020 Soil Conservation Standard. Services may include but are not limited to: developing erosion assessment methods tailored to an SVRA, reviewing Compliance Reports and Action Plans, providing input on monitoring plans and methods, reviewing Soil Conservation Plans as needed, visiting SVRAs upon request to provide expert opinion on erosional issues for projects focused on soil conservation, and providing erosion and sedimentation Best Management Practices (BMPs) evaluation, recommendations, engineering, and implementation. Monitoring can include but is not limited to: water quality assessments and monitoring for potential pollutants, developing sediment budgets, trail erosion surveys and modeling, and hydrology and watershed level assessments. Task 3 - SVRA Support for SWPPP Development and Implementation Contractor shall upon request from an SVRA with approval from OHMVR Division, develop Storm Water Pollution Prevention Plans for projects requiring coverage under the Construction General Permit. Contractor will deliver all services required under a SWPPP including but not limited to: monitoring, sampling discharges, developing relevant action plans, and ensuring overall compliance with permit and SWPPP. Contractor shall provide both Qualified SWPPP Designer (QSD) and Qualified SWPPP Practitioner (QSP) services as required. Contractor will provide QSP training for staff at SVRAs and OHMVR Division upon request.
