1. ARCHITECT’S PHASE I A. Create a basis of design document, a set of plans that establishes the overall configuration of the building and includes a deliverable narrative of schedule of documents and a timeline of design items to be completed during Phase II. B. Establish program strategy based on Owner’s housing goals and future funding sources. Create goals and subsequent strategies based on funding, budget constraints, timing, and assessment of risk. C. Organize and lead regularly scheduled meetings with Owner to review bridging design progress and incorporate up to date owner feedback/program requirements. Subconsultants should also participate as often as needed. D. Conduct preliminary outreach to AHJs, Utilities, and community as needed to inform a well thought out basis of design. E. Follow all requirements and expectations through the 100% SD phase as outlined in the modified AIA B108 (Attachment E). 2. GENERAL CONTRACTOR’S PHASE I A. Conduct exploratory work as necessary or recommended to inform the scope. B. Assist the Project team in developing, managing and maintaining a realistic preconstruction schedule with established milestones as well as in developing the construction schedule. Provide construction planning, phasing, and scheduling during Phase I through Phase II. C. Develop and maintain a Project schedule that incorporates all tasks and approvals of all involved parties necessary to complete the Project within the contract durations. D. Research materials and methods pertaining to the Project. E. Review plans and specifications as they are developed throughout the Basis of Design period and provide written comments. F. Participate in all design and coordination meetings organized by Architect and Owner during Phase I. G. Coordinate regularly with Architect to guide the basis of design to be constructable and within Owner’s budget and schedule. H. In conjunction with the owner, create and execute a procurement plan to ensure a minimum of 25% SBE participation for both design and construction services. I. Provide complete project cost estimates (including unit prices) midway through Basis of Design and an updated estimate within four weeks following the completion of Basis of Design, and as may otherwise be required. 3. DESIGN-BUIILDER’S PHASE II A. Complete design and obtain all permits that are necessary to begin construction. B. Maintain construction planning, phasing, and scheduling, as established in Phase I, during Phase II. C. Develop and maintain a Project schedule that incorporates all tasks and approvals of all involved parties necessary to complete the Project within the contract durations. D. Provide cost updates for all design milestones/estimating stages following initial cost estimate that was provided during Phase I. E. Participate in Cost Containment + Green Charette during Basis of Design, and value engineering process by proposing design/construction alternatives and by researching the cost implications of design alternatives. F. Contribute to green building design, construction, and compliance process, to achieve a minimum of LEED Gold or GreenPoint Rated Platinum certification. G. Secure multiple estimates from subcontractors for all elements of the proposed scope of construction. H. Organize and present all sub-contractor bidding information at each cost estimating/bidding stage of the project using a clear and well-organized method, to facilitate the development team’s review and understanding of proposed contract pricing. All bids are to be shared with Owner, architect, and its construction management representatives. Clear presentation and documentation of pricing, bid leveling, and alternative scenarios is of critical importance to the development team. I. Conduct scoping exercises and review plans for abatement and demolition work (if required) that will need to be conducted prior to the start of ground-up construction. J. Commit to a GMP at the completion of the Basis of Design. K. Procure all agency review, peer review, and local agency approvals as required. L. Incorporate Design-Assist and Design-Build trade contractors as appropriate and as proposed. M. Develop Trade Contractor Bid Packages and receive bids in the most logical, competitive, and seamless manner. N. Pay prevailing wages and comply with prevailing wage laws. O. Manage Project construction phase to achieve construction completion within the contract time and budget and of high quality.
