The City of Prescott, Arizona, solicits interest from qualified persons or firms to provide a Transfer Station Master Plan. Only persons or firms capable of providing the requested professional service will receive consideration. The project includes, but is not limited to the following: Recommendation/plans for optimal site use to include paving and routing plans for ingress, egress and facility access through striping and signage with consideration for mitigation of operational impacts of light, dust, noise, odors and traffic. Siting and sizing recommendations for a new ±14,500 SF transfer station with one pull through load-out tunnel to handle future solid waste volumes. Communications improvement plans to include IT as needed. General improvements for site security and safety to include: o Employee parking lot improvements that facilitate pedestrian safety to/from office areas. o Plans for site lighting improvement that will facilitate the lowest level of safe lighting with mitigations for light intrusion. o New and existing fixtures (retrofit) to be at optimal height with shrouds and/or directional lighting to avoid ambient/light intrusion to the extent practical. o Options for electronic, closed circuit and/or other locks, monitors and physical deterrents to unauthorized access to the site including hostile landscape and architecture. Recommendation/plans for other site use and/or mitigation of operational impacts of light, dust, noise, odors and traffic such as space buffers, fencing, and landscape. Fencing and landscape plans for safety and visual/operational buffers. Recommendations for segregation of residential traffic from the commercial and transfer station truck traffic.
