Task 1: Development of Joint Programmatic EIR for PWLA (in collaboration with LA department of Water and Power) a) Identify baseline environmental conditions for the project and surrounding areas by considering factors like water quality, soil, air quality, noise, traffic, land use, and ecological habits. b) Assess environmental impacts associated with the construction, operation and maintenance of the water recycling infrastructure. c) Conduct alternative analysis and evaluate each alternative’s feasibility, environmental impacts and ability to meet the project objectives. d) Propose measures to avoid, minimize or mitigate significant adverse environmental impacts identified in the assessment. e) Evaluate the combined environmental effects of the proposed projects. f) Conduct public consultation outreach and engagement, such as public meetings, workshops, and comment periods. Document all stakeholder consultations, input and responses to public comments. Deliverables: ● Prepare a draft JPEIR for public and agency review, incorporating feedback and comments into a final JPEIR document. Ensure that the final document provides a comprehensive analysis of the environmental impacts, alternatives, and mitigation measures.
