The consolidated Emergency Operations Center (EOC) will incorporate Federal Emergency Management Agency (FEMA) best practices for optimal size, safety, versatility, survivability, accessibility, and system capabilities. The facility will be constructed to meet 500-Year Flood Elevation standards and withstand Category 3 hurricane wind loads or higher. It will be elevated sufficiently to mitigate flooding risks from storm surges or heavy rainfall and designed to operate as a self-contained facility with redundant critical systems for up to seven days, providing continuous 24/7 service to the public. The EOC will be a new, ground-up, preferably a two-story structure covering approximately 11,000 square feet. The first floor will house the primary EOC operations area, additional breakout rooms, crew support spaces, a secure public reception area, a break room, and a kitchen. The second floor will accommodate the PSAP, Emergency Management Agency spaces, an executive conference room, file rooms, billeting areas, and additional kitchen and breakroom facilities.
