Statements of Qualification for the selection of a firm (“Consultant”) are being solicited by the Town of Groton Public Works Department (“Town”) to provide Engineering Design Services for Drainage Improvements in Downtown Mystic in the Gravel Street and Pearl Street areas. The Town of Groton has several low-lying coastal and tidal areas that are prone to flooding and erosion, resulting in environmental and water quality issues as well as damage to private property. A Plan addressing climate hazards in the Downtown Mystic area was recently prepared for the Town and is accessible on the Town’s website via: Planning and Development > Resilient Groton > Action Plan > Downtown Mystic Resiliency & Sustainability Plan. general, the selected Consultant is envisioned to provide the following services in order to furnish Contract Drawings and Technical Specifications for the Downtown Mystic Drainage Improvements Project. The selected consultant will be asked to provide a more detailed scope of design services which may include, but is not limited to the following: Design Phase: 1. Base Mapping, Hydrologic Analysis, and Survey a. Review existing Town Plans and online/GIS mapping for existing drainage and contours, in order to evaluate the watershed impacting the Gravel and Pearl Street locations. b. Conduct an analysis based on this base map to quantify the runoff and identify where runoff may be diverted or improved to mitigate flooding of these areas. c. Perform a site survey to include topography, existing parcels and ROWs, and existing features including but not limited to roads and curbs, trees, subsurface utilities, retaining walls, fences and mailboxes, signs, and drainage infrastructure.
