• Evaluate the existing sign regulations and the Village District / Form Based Code sign design guidelines, both as provided in the Zoning Regulations, Sections 29-8 and Appendix C: https://www.wiltonct.gov/sites/g/files/vyhlif10026/f/uploads/zoning_regs_revised_jul_1 0_2023_medical_office_4.pdf • Review sign survey undertaken by the Economic Development Commission, as provided in the following link: https://www.wiltonct.gov/planning-zoning-commission/pages/signsurvey • Develop new regulations that include all necessary components of a comprehensive sign regulation; consistency with state and federal law, including recent and relevant court cases. • Identify ways to simplify and clarify sign regulations, by improving formatting, text, and adding graphics, tables and specific illustrations and detailed drawings. • Provide regulations that are easier to interpret and more user friendly, increasing the public understanding of the same • Establish signage as a design element that can contribute to a sense of place / gateways which is especially critical in the village district areas. • Identify alternate approaches or models of sign regulations that that are not addressed in the current regulations that the town may wish to consider. • Identify any need for electronic sign devises and other new technologies, including development standards for the same. • Review and identify possible opportunities and locations for internally lighted signs, temporary signage to assist small businesses and special events, wayfinding signage for Town owned properties, signs for businesses at rear of street front buildings. • Identify areas available forstreamlining the sign permitting process • Draft appropriate revisions to the building zone regulations and Village District / Form Based Code Design Guidelines, in a format that can be incorporated into the existing regulations.
