2.1.1 Special Services Consultants performing special services may be employed directly by the Airport to implement one or more phases of a project or may be employed by the principal consultant via a subcontract agreement. In certain instances, these services may also be performed by the principal Consultant. Some examples of special services that might be employed for Airport projects include, but are not limited to, the following: • Detailed mill, shop and/or laboratory inspections of materials and equipment. • Field and/or construction surveys. • Onsite construction inspection and/or management involving services of a fulltime resident engineer(s), inspector(s), or manager(s) during the construction or installation phase of a project. This differs from the periodic inspection responsibilities included as part of the basic services. • Expert witness testimony in litigation involving specific projects. • Preparation of final report. 2.1.2 Pre-Construction Services, including but not limited to: • Working with Airport staff and design Consultant, finalize project bidding and procurement strategies. • Assist in reviewing plans and specifications during design phases, if necessary. • Finalize all bid packages and phasing techniques. • Qualify and recommend potential contractors, assist the Airport to prepare bid packages, assist in the evaluation of written proposals and selection contractors. • Preparation of quality control plan. • Land surveys and topographic maps. • Update the Master Schedule to reflect the current Project plan. Prepare both graphic and numeric reports. Distribute to all members of the Project team. 2.1.3 Construction Services, including but not limited to: • Organize and direct preconstruction meetings with vendors and the Airport as appropriate. Be familiar with and able to review and explain Project organization, lines of authority and Project procedures. • In collaboration with construction contractor, develop construction schedule outlining start and finish dates for procurement and construction activities. Establish major milestones for each segment of the work. Update Project schedule as appropriate to incorporate such activities and dates. • Review construction contractor planning to ensure construction activities are planned and executed to minimize disruption to travelers, tenants, stakeholders, and staff. • Review construction contractor updates to the construction schedule. Observe construction progress and report deviations from the schedule which will jeopardize job progress. Work with construction contractor to develop recovery plans as needed.
