Towing Dispatch • The Contractor must maintain fully supported facilities sufficient for dispatching tow trucks and capable of handling the volume of calls generated by the City. Call volumes average between 100 and 120 rotational vehicle tows per month. • Dispatch functions must be operational and available twenty-four (24) hours a day, seven (7) days per week, and three hundred sixty-five (365) days a year.. • When the COHP-PD requests a tow truck, the Contractor must be able to communicate with COHP-PD officers, telecommunicators, and tow truck operators regarding the tow response. Response must be provided within 3 minutes of receiving the request from the City. Response Capabilities/Rotation Management • The Contractor shall provide the equipment, facilities, and personnel necessary to tow, impound, release, and collect fees for vehicles towed by the city. • The Contractor shall provide a minimum of two wreckers. • Tow response must be available for light-duty (vehicles less than 10,000 lbs), medium-duty (vehicles 10,000 lbs to 26,000 lbs), and heavy-duty tows (vehicles greater than 26,000 lbs). • Tow rotation companies must meet all equipment and personnel standards outlined by Exhibit A and Exhibit C. • The Contractor must ensure that any tow operators (personnel responding to all City-initiated calls), regardless of whether such operators are employees of the Contractor comply with the minimum standards listed in Exhibit A . • The Contractor must manage and resolve any and all complaints involving tow operators, vehicle owners, or the public within 2 business days. • The Contractor must arrive at the scene within thirty (30) minutes of receiving and accepting notification from the City, twenty-four (24) hours a day, seven (7) days a week. The responding tow operators must remove all debris, other than hazardous materials, from the roadway and right-of-way before leaving the incident or collision scene. • Tow operators must be capable of towing disabled vehicles to a safe location inside the City limits of High Point as determined or requested by a police officer or other city official on scene. • Wrecker services provided by the Contractor must adhere to all Federal and State laws, local ordinances, and regulations related to the registration and operation of wrecker services and vehicles and have insurance to meet the City’s requirements. • The Contractor must ensure all unclaimed vehicles are processed in accordance with N.C.G.S. 20-77 . In addition, the Contractor, pursuant to N.C.G.S. 20-77(d), shall report all unclaimed vehicles to the North Carolina Division of Motor Vehicles.
