The Department has determined that Sinterfire, Speer and Federal ammunition, as tested by the agency, are the best suited for the protection of FHP troopers. These bullets have the capability of less fragmentation, have a high weight retention ratio and penetration when fired through auto metal, and have less bullet deformity when fired through auto glass, which comprises a large portion of FHP encounters when firearms are used. When fired through heavy clothing the bullet has perfect expansion and does not over-penetrate. The Federal ammunition has the same ballistic coefficient as the Speer. This allows the training ammunition (Federal) to have the same point of impact as the duty ammunition (Speer). In addition, during training this ammunition reduces safety or liability concerns for FHP recruits, and otherwise meets all of FHP’s needs.
