Task 1: Project Management Deliverables are required throughout the entirety of the project. 1.1 Project Management and Coordination a. Includes ongoing and consistent communication with research team, refining project schedule, monitoring the research and data team deliverables and schedule, providing written summaries of all meetings attended, monitoring invoices and budgets, and facilitating communication between PP&R and research team. Task 2: Develop a Work Plan Deliverables are required at the completion of Task 2: 2.1 Work Plan a. Prepare a work plan that details the successful Proposer’s approach, team members’ responsibilities, and a detailed project schedule. Lead a project work plan meeting to discuss and refine approach as directed by PP&R. 2.2 Kick Off Meeting with PP&R and applicable Team Leads a. A project kick-off meeting will be held with PP&R staff and Proposer’s Team. The meeting will be used to review available data, begin discussion around the research question, set communication channels, confirm required elements, goals, objectives, desired standards, and to confirm the project schedule and work plan for complete scope of work detailed herein. Task 3: Develop Study Design and Statistical Model Deliverables are required at the completion of Task 3: 3.1 Study Design a. Develop a study design to analyze the change in housing prices (rents and property values) in a half-mile around test and comparison sites. Proposer will provide justification and explanation for the chosen design for this study, including recommendations for test case parameters. PP&R will provide preliminary options for a neighborhood park test site. The selected consultant and PP&R will discuss the desired attributes of the comparable location without a recent significant park investment. As currently envisioned, the comparable area(s) should be as reflective of the test site as possible, but this is subject to further discussion. b. It is presumed that the comparable area should not have had any recent (past 10 years) major investments noted in the test site. It may (or may not) be important whether the comparable area(s) experienced significant non-parks public investments, such as in transit service or transportation (road, bike, or pedestrian facility) improvements. c. Any significant private investments, such as the establishment of new cafes and restaurants, the creation of destination commercial zones, or market-rate housing that costs higher than the existing nearby housing stock should also be assessed when considering the comparable site(s). d. Justification for comparable areas for study should be consistent with relevant literature and Portland’s Bureau of Planning and Sustainability’s Economic Vulnerability Assessment (provided by City). 3.2 Statistical Model a. Develop or propose utilization of an existing statistical model that will be used to conduct analysis for the study. The chosen model should be grounded in relevant research and vetted by PP&R staff. b. Recommend test case parameters. Proposer will recommend which Portland neighborhood park(s) will be used in the test case, with PP&R staff input and suggestions considered. c. Once data is collected, preliminary test of model must be conducted to evaluate reliability. This will occur in Task 4.2.
