SCOPE OF WORK The City of Fernandina Beach, Florida (City) is requesting the services of an experienced, qualified Historic Preservation Architect/Engineer to assist the City during the restoration of the exterior brick facade of the Historic Amelia Island Lighthouse located at 215 O’Hagan Lane, Fernandina Beach, FL. The 67 ft tall historic Lighthouse was originally constructed in 1839 utilizing bricks from the Cumberland Island, Georgia lighthouse. The building is comprised of brick masonry walls, which range from 4 ft thick at the base to 2 ft thick at the top and are encased by an exterior, white painted stucco finish. The interior masonry walls of the lighthouse are covered in white paint, which is significantly delaminated and deteriorated. The lighthouse is the oldest operational lighthouse in the State of Florida and is the westernmost lighthouse on the East Coast of the Unites States. It is classified as one of “Florida’s Historic Lighthouses” and is listed on the National Historic Register. The scope of work is to include an intensive restoration pre-construction mock-up and repair demonstration process by the Contractor to be reviewed by the City’s contracted Historic Preservation Architect/Engineer and the Florida Department of State, Division of Historic Resources. - Demonstrations of brick masonry replacement - Stucco repair process and materials - Masonry cleaning methods - Mock up of masonry/granite coating and new stucco The Consultant’s scope of work consists of; Performing routine site visits to observe and provide general supervision, on behalf of the City, on the work progress and quality with documentation of each site visit to ensure the work is consistent with the requirements of the National Park Service, Department of the Interior Standards for Rehabilitation Work, 36 CFR 67.7. and the guidance provided by the Historic Amelia Island Lighthouse Conditions Assessment 2023 with Phases. Included in the Consultant’s scope is to attend scheduled Contractor and City progress meetings during the work and preparing quarterly reports with photographs that comply with Florida Department of State Division of Historic Preservation Special Category Grant requirements.
