Multnomah County is issuing a Request for Proposals (RFP) for a Homeless Management Information System (HMIS) and equivalent Comparable “Comp” Site that will support individuals receiving care (Participants), Service Providers, County Staff, and community members across Clackamas, Multnomah, and Washington Counties (the Tri-Counties) in addressing homelessness. This will be a multi-stage RFP process beginning in late 2024, with representatives from each of the Tri-Counties serving on scoring and community Subject Matter Expert (SME) panels. Multnomah County will be the primary system administrator, contractor, and owner of the new HMIS. Multnomah County has an intergovernmental agreement (IGA) in place with Washington and Clackamas Counties to administer the HMIS and Comp Site on their behalf. Multnomah County seeks a vendor-hosted HMIS solution that will provide all the key features and functionality needed by a large, complex homelessness response system. Multnomah County seeks a single HMIS instance and equivalent Comp Site that can be partitioned but connected between the three Counties.
