Housing location, placement, and advocacy services are a set of services for persons enrolled in the County of San Diego’s Partial Assistance Rental Subsidy (PARS) program. These services are designed to provide assistance in locating and moving into housing that is affordable for Ryan White clients enrolled in PARS.. Affordability is defined as individuals not paying more than 30% of their monthly gross income for their housing. These services provide education to clients regarding tenant and landlord responsibilities. In addition, these services provide support and mediation for amicably resolving landlord and tenant issues, including providing assistance to clients to avoid lease violations. Staff from Housing Location, Placement and Advocacy Services will work directly with Medical and Non-Medical Case Managers and Housing Case Managers to construct an individual housing plan, assist with the search for affordable housing, and provide assistance to clients and case managers during leasing and moving. They will also provide support to clients who have been placed who require assistance in understanding and resolving landlord and tenant issues.
