2.4 SCOPE OF WORK/SPECIFICATIONS In performing the services listed below, Contractor shall work towards incorporating the Commission’s health equity goal (above), culturally responsive communication, community engagement, trauma-informed practice, and shared leadership in their facilitation. The Contractor shall also comply with any policies, practices, or procedures adopted by the committees. The Commission’s staff will provide Contractor copies of those policies, practices and procedures. Specifications or Performance Standards. The Commission requires that the Contractor meets the highest standards prevalent in the industry or business most closely involved in providing the appropriate goods or services. Contractor shall perform the following services according to the completion due dates set forth in the Contract: Task #1: Attend kick off meeting with key Commission staff to introduce the team, discuss the project purpose, scope, expected outcomes, timelines, and resolve any questions about the key project roles and responsibilities. Task #2: Revise submitted work plan (see section below) that incorporates terms discussed in kick off meeting Task #3: Facilitate monthly committee meetings. Ensure full participation from the members of the committees. Reflectively listen and create a trauma-informed space for participants to contemplate emotional or controversial ideas and use participant reflection to bring the group to consensus in strategy proposal. The proposed goals should be clear, data-informed, actionable, and measurable. Identify tensions and use discomfort to uncover new information. Assess power dynamics and structure conversation to ensure participation from those with less power. Facilitate discussion and deliberation. Meetings will be held virtually. Task #4: With Commission staff, plan and facilitate the incorporation of requested trainers and guest presenters into meeting spaces. Task #5: With Commission staff, develop a strategy and convene a minimum of 6 focus groups of Oregonians disproportionately affected by substance use related harms and providers across the continuum of care with consideration for geographic, financial, language, and accessibility disparities. Equity focused, trauma informed, collaborative processes and practices should be utilized to elicit clear feedback from participants, with an explicit process for how individuals can see their input considered and/or implemented. Support participants with financial incentives (i.e. stipends) for participation in focus groups in accordance with state law. Task #6: With Commission staff, develop and implement a regional town hall strategy, with a minimum of 8 regional conversations with consideration for geographic, financial, language, and accessibility barriers (i.e. translation services, childcare, etc). Equity focused, trauma informed, collaborative processes and practices should be utilized to elicit clear feedback from participants, with an explicit process for how individuals can see their input considered and/or implemented.
