The following scope of services is not definitive and is intended to be used as a guide. The Town wishes to determine the best and most efficient use of the Kycia Farm properties to meet the needs of our community. The Town is interested in identifying land use options for different areas of the properties. The consultant shall prepare a Master Plan for these properties that addresses the needs and goals identified through collaboration with Town staff, public outreach, best practices and incorporating use of adjacent Town properties. Preliminary scope of services is as follows: A. Review Available Information and Evaluate Existing Site Conditions 1. Attend one in-person kick-off meeting with Town staff to discuss the project scope, schedule and previous outreach efforts, and to review the previous conceptual plans developed for Kycia Farm and other available information. 2. Meet with Town staff to conduct a walk-through of the current Farm properties to assess and better understand the current conditions. B. Community Outreach and Engagement 1. The consultant is expected to solicit input from the community and Town Boards and Commissions and the Town Council when developing the Master Plan. Assume the following is required: a. Attend one in-person, Public Information Meeting during the preliminary stages of the study to discuss the existing conditions assessment and to solicit public feedback regarding requests, suggestions and considerations for proposed use of the properties. b. Attend one, in-person Town Council meeting, one Parks Board meeting and one Planning and Zoning Commission meeting during the preparation of the Master Plan to discuss draft recommendations for improvements and preliminary costs, and to solicit feedback and direction. c. Attend one Town Council meeting to present the final draft Master Plan and recommendations from the study.
