• Experience in successful implementation of leadership and organizational development initiatives. • Experience/certification in effective facilitation in groups and through professional assessments. • Experience with formal succession planning and career path development. • Professional Executive Coaching certification. Consultant should have multiple options for coaches. • Experience identifying leadership styles and philosophies, using assessment tools to explain and expand on that identification. • Experience identifying traits, behaviors and characteristics of leader using generally accepted organizational development models and theories. • Certification in leadership, psychometric, trait and personality assessments including Meyers Briggs, DiSC, TILT or Big 5. Certification must include the ability to lead the assessment, present findings individually and to a group. • Certification in Emotional Quotient Inventory or Emotional Intelligence including education to groups. • Ability to provide a 360-leadership survey tool and facilitate surveys and interpretation of results. • The ability to quantify and assess competencies associated with leadership as it applies to individuals, teams and organizations. • Facilitate the creation of individual development plans to participants tied to performance. • Knowledge and use of competency improvement models to support individual development plans. • Knowledge and use of influence, motivation and coaching models for leaders. • Facilitate performance metrics for L&OD program to measure success. • Previous work with local government • Report on L&OD program progress and effectiveness annually • Create and facilitate annual organization-wide climate survey including interpretation of results and written reporting • All work with COR staff is to be considered onsite and in person unless mutually agreed upon • All consultant travel expenses will be the responsibility of the proposer
