1. Project Background and Purpose The City has recently acquired State Highway Safety Improvement Program (HSIP) funds to perform preliminary engineering, prepare the necessary environmental documents to obtain CEQA approvals, and finalize design for bid advertisement and construction. The HSIP grant funds were associated with safety improvements identified in the City’s adopted Local Road Safety Plan (LRSP, or “Plan”). This is the local Municipality version of the State Strategic Highway Safety Plan (SHSP), providing the framework to identify, analyze, and prioritize roadway safety improvements on local roads. The LRSP identified two such safety projects: the Del Monte Blvd & Beach Road Roundabout Safety Improvements and the Imjin Pkwy & 3rd Avenue Traffic Signal & Safety Improvements. The existing roundabout at Del Monte Blvd & Beach Road was analyzed for frequent crashes in the northbound approach to the intersection. Unsafe speeds account for over 65% of crashes at this location. Proposed safety improvements include reducing the entry speed for the northbound vehicles entering into the roundabout. Road geometry improvements include bollards, striping improvements, a chicane, and speed feedback sings. The intersection of Imjin Pkwy and 3rd Avenue was analyzed in the Plan due to increased safety issues for pedestrians. Proposed safety improvements include signalizing the intersection, adding pedestrian crossings and Class II bicycle crosswalks, reconstruction curb ramps, adding lighting at all approaches, tying the traffic signal into nearby signals, implementing video detection and Emergency Vehicle Preemption equipment. The City is requesting a proposal for professional services relating to the two safety improvement projects. The professional services shall include but is not limited to, the following: topographic and boundary surveying, roadway design including traffic signal design, traffic study, environmental surveys, preparation of environmental documents, preparation of permit applications, right of way engineering and certification, cost estimating, utility and other agency coordination, community outreach, geotechnical engineering, and preparation of plans, specifications, and estimates. The proposal shall include the services of an environmental consultant(s) who shall prepare the necessary California Environmental Quality Act (CEQA) documents to satisfy the requirements of the project funded through Caltrans as well as the requirements of the City of Marina.
