LIQUID ALUMINUM SULFATE 17% (BAUXITE) PURPOSE: 1. The City of Winston-Salem/Forsyth County Utilities Commission desires to enter into a contract for its supply of liquid aluminum sulfate 17% to be used for water purification. The City reserves the right to extend this contract in six-month periods as noted herein. 2. The contract will be awarded to the responsible bidder submitting the lowest contract price. CERTIFICATIONS REQUIRED 1. The material furnished by these specifications shall conform to the latest revision of the American Water Works Association Standard for Aluminum Sulfate, B403. Certification of compliance with this standard is required with the supplier’s bid documents. 2. The material furnished must be ANSI/NSF Standard 60 certified or equivalent. 3. Any exceptions to any specifications must be fully explained in an accompanying letter. PHYSICAL AND CHEMICAL CHARACTERISTICS 1. The aluminum sulfate used to produce liquid alum shall be the product of the reaction of sulfuric acid and high-grade ore or clay rich in aluminum, preferably bauxite. 2. The water-soluble aluminum content, expresses as Al2O3, shall not exceed 8.3% or be less than 8.0%. 3. Water soluble aluminum (Al2O3) in excess of the amount theoretically required to combine with the sulfuric acid present, exclusive of that combined with foreign sulfates, shall be less than 0.025%. 4. The total water-soluble iron content, expressed as Fe2O3, shall not exceed 0.35% on a basis of 8.0% Al2O3 in liquid aluminum sulfate. 5. The liquid shall be a green to greenish-blue color and reasonably clear. The turbidity shall not exceed 30.0 NTU as measured by water plant staff. 6. The liquid shall not contain more than 0.2% suspended matter. 7. The product delivered shall be filtered at the processing facility of origin. 8. Invoicing and payments shall be according to the following formula: Amount Due = lbs. Liquid X %Al2O3 X Bid Price per Ton 2,000 X 17.0% 9. The bidder will furnish detailed information relating the percentage of aluminum as Al2O3 to the specific gravity of the aluminum sulfate solution with each delivery. 10. The aluminum sulfate shall not contain any soluble mineral or organic substance in quantities capable of producing deleterious or injurious effects upon the health of those consuming water, which has been properly treated with the aluminum sulfate.
