Step 1: Coordinate with Airport staff to schedule the on-site work and comply with any and all requirements for access to the on-site work, including any security, escorting, and badging requirements. The on-site work will be conducted in the SFO airfield Movement Area - Runways/Taxiways and Safety Areas as designated in Appendix C. a. Contractor will schedule and coordinate with SFO-Airside Operations and SFO-Safety and Compliance at least two (2) months in advance for all on-site work. For schedule changes within a 30-day window, Contractor will need to obtain approval by both SFOAirside Operations and SFO-Safety and Compliance. b. Contractor is required to conduct on-site inspections during daytime and nighttime conditions. Surfaces will not be closed during daytime to accommodate the on-site inspections. c. During the on-site work, Contractor will be escorted by an SFO Airfield Safety Officer (“ASO”) at all times, and Contractor will follow all directions provided by the ASO. d. On-site work will be conducted over the course of one (1) single week. Contractor and the Airport Contract Manager will reschedule the on-site work if unforeseen circumstances prevent the on-site work completion within one week. Step 2: Contractor will perform an on-site assessment on all SFO airfield markings. a. Perform a complete inspection of all airfield markings. b. Perform an on-site visual inspection to identify the physical characteristics and retroreflectivity performance of every airfield marking. c. Measure and collect data on every airfield marking using industry standard objective inspection tools, including but not limited to, a vehicle-mounted Retro-Reflectometer compliant with ASTM International standard, ASTM E1710 (https://www.astm.org/e1710-18.html). d. Marking’s reflectance shall be measured with a retro-reflectometer meeting ASTM E1710. A total of 6 readings shall be taken over a 6-square-foot area with 3 readings taken from each direction, according to 620-3.8 Retro-reflectance of FAA AC 150/5370- 10H - Standard Specifications for Construction of Airports. Step 3: Prepare and present a written report to Airport staff after Step 2 above is completed. The report shall be completed within 45 days after completion of Step 2. Any extension must be approved by the Airport. The presentation date will be scheduled in coordination with the Airport. The written report will include the following: a. The assessment results from a complete inspection of all movement area markings using both subjective opinions acquired through professional experience and objective findings from the industry standard objective inspection tools. b. Provide the measurement resulting data output from the industry standard objective inspection tools in an Esri geographic information system (GIS) ingestible format (https://support.esri.com/en-us/overview). c. Technical specifications for the repair of any airfield markings not in compliance with FAA’s guidelines. d. Technical specifications for new airfield markings to be used for future maintenance or construction. e. Plan maintenance and prioritization by identifying which markings require prescribed maintenance immediately, and which markings can be deferred. The priority shall be based on criticality to safety and resources to correct. f. Resource-based recommendations that identify the estimated cost, effort, and priority of needs for improvement of the markings system with supporting documentation and a cost and time-to-completion analysis.
