A. Phase 1: Project Kick-off, Community Outreach and Desktop Analysis i. Task 1: Hold a virtual kick-off project meeting with the City to discuss the goals, project scope, schedule, and partner roles of the watershed plan. The propose of the meeting will be to discuss data sources, relevant studies and key stake holders that will be involved in the process. The Contractor will assist the COG with developing meeting agendas, and notes to facilitate the meetings via teams, or in-person meetings. ii. Task 2: Data collection and review: The Contractor will compile relevant data for watershed plans, including but not limited to, spatial data, water quality data, watershed studies, reports and compilation of final documents. Reports to review and consider include but are not limited to the original watershed plans, City and Montgomery County Implementation plans, local TMDL implementation plans and MS4/Impervious Area Restoration plans. GIS data that will be gathered includes but is not limited to: a) Land use/Land cover b) Demographic data c) Parcel data d) Hydrography e) Impaired stream segments f) Topography g) Natural features including wetlands h) Sub watershed boundaries i) Planimetric layers (roads, buildings etc.) j) Storm drain networks and outfalls k) Other utilities l) Soils m) Monitoring stations n) Aerial and Lidar imagery o) Stormwater BMPs p) FEMA floodplains q) Restoration projects r) Flood prone areas iii. Task 3: Stakeholder Group and Planned Meetings. a) A Stakeholder Group will be formed by the City and enhanced with the assistance of the Contractor. The Stakeholder Group will comprise of members having local knowledge and a stake in the protection and restoration outcomes on the watershed issues and concerns and will help set achievable goals and implement recommended strategies that the Contractor will add into the watershed plans. The Stakeholder group will include, but not be limited to; representatives from the City, Montgomery County, municipalities as appropriate, large landowners in the watersheds such as the National Institute of Standards and Technology (NIST), environmental groups, state agencies, and others. b) Virtual or in-person monthly meetings will be held and additional meetings may be needed if appropriate. Meetings will be with the Contractor and the Stakeholder group. Potential focus areas for the meetings include: 1) defining objectives and major goals for each watershed 2) prioritization of areas for field assessment 3) project ranking 4) plan recommendations and educational topics including speakers hired from outside agencies. At each meeting the Contractor will assist with creating an agenda, notes, presentation information and facilitate discussion. The Stakeholder group will also review the draft watershed plan and interim products. c) This task will initiate in phase 1 of the project and continue throughout phases 2 and 3.
