On behalf of the State of Colorado, the Department of Law (DOL) is issuing this Request for Proposals to design a curriculum for Colorado peace officers, city attorneys, county attorneys, and district attorneys about the use and implementation of Extreme Risk Protection Orders (ERPOs). The awarded Offeror will utilize best practices in adult learning to design a course that addresses among other topics the use case for ERPOs, the legal regime around ERPOs, how ERPOs fit into a larger framework for addressing and preventing gun violence, and the specifics of investigating, filing for, and serving ERPOs and relinquishing firearms. The awarded Offeror will also develop an associated train-the-trainer material for future facilitators.
