A. Lobby for the County’s position on legislation, appropriations, and matters of interest, including: 1. Direct contact and communication with the executive branch. 2. Direct contact and communication with state legislators and staff. 3. Direct contact and communication with representatives of state agencies. 4. Draft any letters and talking points on legislation and issues of interest as requested. 5. Testify on behalf of the County at hearings before legislative bodies. C. Maintain close working relationships with County staff and the Board of County Commissioners. D. Identify and devise strategies to successfully secure funding for Seminole County initiatives. E. Monitor bills that may impact the County’s interests in accordance with the legislative priorities established by the Board of County Commissioners and provide interpretation and analysis of pertinent bills to County staff. Render advice and opinions on strategy when necessary. F. While the legislature is in session, provide weekly written briefing reports to the County on key issues and legislative activity, anticipated action during the upcoming week, and suggested action plans that the County staff may need to implement. G. Provide a final written report summarizing specific legislation and new requirements affecting the County, which shall be provided within a reasonable period, not exceeding thirty (45) days from the session's close. H. Provide periodic written reports on issues of interest or concern to the county during those months that the legislature is not in session. Such information may include, but not necessarily be limited to, action taken at interim committee meetings, rule-making hearings, status of studies underway, and advance notice of proposed legislation. I. Provide periodic in-person briefings on key issues, legislative committee, or legislative session status, as requested by the County. J. Advise the County on an ongoing basis to identify State issues and revenue sources that would benefit the residents of Seminole County, including, but not limited to, the availability of State funding in grant programs or otherwise. K. Work with County staff to procure sponsors for the County’s legislative program and work diligently to attain the passage of the County’s funding requests. L. Inform the County’s designated representative of the necessity or desirability of participation by the County Chairman, County Commissioners, and County staff in the legislative or rulemaking processes to secure the implementation of the County’s programs. M. Attend meetings with the Board of County Commissioners and County staff as needed and requested by the County. N. Prepare and present oral reports to the Board of County Commissioners or to County staff, as needed or requested, and deliver a final report on regular legislative sessions and any special sessions, as requested, including detailed information on legislation that has an impact on the County. O. Advocate the positions of the County before State agencies and the Florida Legislature. P. Pertinent tasks as directed by the County related to the Scope of Services.
