The consultant shall perform or provide the following: • Comprehensive evaluation of every job within the Village to determine relative worth within the organization for internal equity. • Interviews and/or job audits as appropriate. Interviews and/or job audits may be conducted individually or in groups based upon classification. • Classify positions using a standard factor point analysis or other industry standard techniques. • Establish appropriate benchmarking standards and conduct wage and benefit surveys for similar positions with comparable municipalities as determined in coordination with the Village. • Evaluate total compensation against the selected comparable agencies to include salary, and benefits, including such examples as healthcare, retirement, wellness incentives, paid time off, professional certification incentives, housing allowances, etc. • Develop new job descriptions, where appropriate. • Identify potential pay compression issues and provide potential solutions. • Develop and recommend a pay, classification and benefits plan. • Prepare and present for consideration by Village Council at a public meeting a Final Report, including findings, recommendations and alternatives, all supporting data and analysis, and an implementation strategy.
