1. Existing Conditions Assessment and Development Opportunity Mapping Develop a replicable methodology to assess and map the following representative conditions within downtowns and transitaccessible neighborhoods throughout the state and utilize the methodology in locations identified by MRDA: existing land uses and their intensity; walkability, bike-ability, and transit-accessibility; environmental conditions constraining development potential and known brownfields; known historic resources; utilities and capacity; and planned capital improvements. With inputs from Scope 2 below, produce compelling maps designed to convey to potential private sector investors and developers the development opportunities located within each redevelopment district within MRDA member municipalities. These graphics will be used in marketing materials including but not limited to MRDA’s website. 2. Zoning Build-out Analysis Develop a methodology to determine and visualize the cumulative impact of local land use regulations on the production of new dwelling units and commercial space within the downtowns and station areas assessed in Scope 1 including: • a district-wide build-out analysis based on a parcel-based zoning allowance for additional dwelling units and commercial space that takes into consideration any site constraints identified in Scope 1 • an economic viability model that takes into consideration regional construction costs (soft and hard), local land costs, and locally-specific revenue potential (i.e. rents) to assess the feasibility of development projects given current or potential zoning • the identification of sites most likely to redevelop given their existing use and redevelopment economic viability • district-level visualizations of zoning build-out and future conditions.
