The County of Harnett requires a Company to lobby the North Carolina General Assembly on its behalf. The County is searching for a company to perform these Services for the 2025 regular session. The County will evaluate the work of the Company and make a determination as to whether to extend the engagement into future regular sessions. The Company shall work under the direction of the County Manager. The Company will actively and continuously lobby the General Assembly to assist the County in several key areas including, but not limited to, the following: Aviation; Economic development; Environmental quality; Highways and Streets; Planning and land use; Public safety; Public transportation; Stormwater; Tax policies; Telecommunications; Water and Sewer; and Other Board Priorities The Company shall also: Maintain liaison with the leadership of the General Assembly; Maintain liaison with the County's State delegation; Maintain liaison with Departmental staff; Counsel Board of Commissioners, County Manager and County Manager’s Executive Team regarding the development and improvement of relationships with the leadership of the General Assembly and State Delegation; Review state executive proposals, legislation under consideration, proposed and adopted administrative rules and regulations, and other developments for the purpose of advising the County of issues that may have a bearing on the County's policies and programs; Confer with the Board of Commissioners, County Manager and County Manager’s Executive Team on preparation and implementation of legislative agendas; and Work with the County through the County Manager.
