. Background Pursuant to 25-7-146(1), C.R.S., the Colorado Department of Public Health and Environment, Air Pollution Control Division (APCD) is commencing a process to assess potential regulatory and non-regulatory measures to reduce air pollution impacts from petroleum refinery operations within the State of Colorado. In support of these efforts, APCD is seeking a contractor with expertise in refinery operations and air quality to complete an environmental assessment project. This project will: (1) Evaluate the air quality impacts of petroleum refineries in the state, considering both air toxics and criteria pollutants; (2) Investigate air pollution regulatory frameworks adopted by the federal government and other states for petroleum refineries; (3) Identify best practices and technologies for minimizing air emissions from petroleum refineries; and (4) Determine additional actions that could be taken to reduce air emissions from petroleum refineries operating in Colorado, including potentially the adoption of a specific Colorado Petroleum Refinery Regulation. The purpose of this RFP is to solicit responses from qualified Offerors to hire a petroleum refinery regulation expert to assess regulatory and non-regulatory steps to reduce air pollution impacts from petroleum refinery operations in the state of Colorado.
