Generate updated estimates of the cost to preserve open space lands in San Joaquin County pursuant to the SJMSCP. The components of the analysis will include: Cost of Preserve Land Acquisition and associated transaction costs - 1. Coordinate with SJCOG, Inc. staff and the HTAC Financial Subcommittee to establish conservation easement value parameters. 2. Update the costs of acquisition, monitoring, enhancement and/or restoration, and endowment components for Preserve land types identified in the SJMSCP under conservation easement and fee title using the current SJMSCP Financial Model. 3. Coordinate with SJCOG, Inc. staff and the HTAC Financial Subcommittee on criteria and parameters to use for comparable properties to use within the fee model. 4. Assist with estimate land values using the most recent real estate transactions covering the past two years to develop average estimates of the cost to acquire fee title interest in land that satisfied the SJMSCP Preserve criteria. Land use designations for transactions could include but not limited to: irrigated vegetable crops, irrigated field crops, agricultural land with rural home sites, irrigated pasture, dry grazing, dairy farms, and chicken ranches. Monitoring and restoration and/or enhancement of Preserve lands. The elements of the cost assumptions for each Preserve Type are: 1.
