recover landfill gas (“LFG”) produced by the City and County of Honolulu (“City”) Waimanalo Gulch Sanitary Landfill (“WGSL”) and transfer the LFG for the Contractor’s own use while providing compensation to the City for the LFG transferred. The Contractor shall design, build, operate and maintain any equipment or facility necessary to transfer the LFG using any technology, equipment, or facility. The City is also seeking to reduce its carbon footprint and increase sustainability of its operations in order to meet City sustainability goals of carbon neutral operations by 2045. The project should eliminate full time use of the flare to dispose of the LFG collected at WGSL to reduce WSGL’s carbon footprint. The Offeror should employ technologies that maximizes the value of the LFG and its ability to offset fossil fuel use as a result of the LFG production. Any tax credits, incentives, or carbon credits associated with LFG production shall be included to optimize costs to increase compensation to the City.
