• Construction of a regional bicycle trail into a constrained right of way that historically has carried 28,000 vehicles per day, currently serves as a regional vehicular connection between two freeways, and plays a critical role in getting people to and from the Xcel Energy Center during events • A complex web of underground utilities and tunnels • A significant grade change • Adjacency to several large cultural institutions and attractions, including the Minnesota History Center and the Xcel Energy Center. • A portion of the bikeway traversing a MnDOT bridge deck. • To cross two freeway ramp intersections, both of which need replacement of traffic signals and associated APS infrastructure and evaluation of geometrics and operations • The need to coordinate design, scope, and construction schedule with ongoing MnDOT projects at John Ireland Boulevard Bridge and along West 7th Street • The need to coordinate construction schedule with major and concurrent projects in the nearby right of way
