Eligible Responders must be a statutory or home rule charter city, county, housing and redevelopment authority, publicly owned hospital, or other public entity otherwise eligible to receive state general obligation bond proceeds that are designated to apply for a behavioral health crisis program facilities grant by the local mental health authority, established under Minnesota Statutes, section 245.466 or on behalf of a regional consortium of organizations that serve individuals with mental illness or a substance use disorder. If considering a consortium of local government entities, one of those entities must be declared as the grantee (i.e., one county). Eligible Responders are encouraged to partner with at least one other public entity, tribal government, private organization, or nonprofit organization in their proposal (see Form 4 in the Appendix section). Examples of partnerships may include a financial or in-kind contribution to the construction/renovation of the facility, a financial or in-kind contribution towards the operation of the programs and services being provided in the building, or a use/lease agreement to provide programming and services in the facility.
