The Washington County Public Works Department is issuing this request for proposals (RFP) to provide final design engineering services for the County State Aid Highway (CSAH) 17 (Lake Elmo Avenue) and Trunk Highway (TH) 36 Interchange Project. An intersection study/preliminary design phase for this project kicked off in 2021. Through this phase, 20+ alternatives were evaluated, a preferred design was developed and approved by partnering agencies, and a geometric layout has gone through two rounds of review by MnDOT and both cities. This MnDOT Level 1 Geometric Layout is expected to be finalized and approved by the end of October. In addition, topographic survey has been collected, wetlands have been delineated, utility data has been collected to Quality Level D, ESAL forecasting has been completed, a preliminary hydraulics analysis has been completed, two rounds of early notification memos have been distributed, the noise wall analysis has begun, a Phase 1 ESA is complete and a Phase 2 ESA is underway, the preliminary bridge design has begun (MnDOT will complete the final bridge design), and a second round of geotechnical borings are underway.
