3. Pavement Asset Management (Analysis, Engineering and Support) a. Pavement rehabilitation and preservation design experience as evidenced by project references. b. Pavement rehabilitation and preservation treatment selection, management strategies, and specification development experience for flexible, rigid, and composite pavements as evidenced by project references. c. Demonstrated experience conducting multi-constraint scenario analysis within a pavement management system as evidenced by project references and work experience of proposed project team members. d. Demonstrated experience developing multi year work plans based on pavement management system analysis as evidenced by project references and work experience of proposed project team members. e. Demonstrated experience defining and revising data parameters for pavement decision trees, treatment costs, and treatment types as evidenced by project references and work experience of proposed project team members. f. Demonstrated experience developing geographic area management strategy in conjunction with multi constraint optimization to deliver pavement projects equitably and efficiently as evidenced by experience of proposed team members. g. Demonstrated experience maintaining and updating street network inventory and condition data, to include file repository along with GIS integration of street data and condition survey deliverables as evidenced by experience of proposed team members. The City of Raleigh maintains approximately 1,145 centerline miles of streets and pavements which are inventoried and analyzed within the Trimble-Agile Assets suite of Within Pavement and Structure Analyst, qualified firms shall have knowledge of the system and parameters within Trimble-Agile Assets including knowledge of the following: • Street Inventory o Tables o Fields o Update Scripting o Reporting – General o Reporting – Powell Bill o File Repository (Acceptance Letters) o NGA – Neighborhood Grouping Analysis o Optimization Support o Decision Tree Updates o Network Master Updates o New Fields as Needed to augment GIS layers o ESRI GIS Dashboards for Pavement Condition o Construction History Review o Treatment Cost Review (Vendor looks at/surveys other Cities/Towns/DOT’s) o Training on Entering Data/Optimization/Network Master 4. Sidewalk Asset Management a. Demonstrated experience maintaining and updating asset inventories as related to street or sidewalk assets along with updating and consolidating inventory data to create a more efficient and productive final product as evidenced by proposed team experience. b. Demonstrated experience creating and maintaining archive data streams and processes to facilitate easy, field level updates of sidewalk asset characteristics. c. Demonstrated experience integrating systems for multiple assets such as bridge, pavement and sidewalk to create a wholistic corridor maintenance approach.
