The County requests a proposal for services to furnish all labor, required equipment, transportation, and management of SSOM from select County facilities to a regulated and Minnesota State approved commercial SSOM composting facility. Consistent collection is required for all locations. Missed or late collections will be subject to liquidation damages as outlined in section XI of the included Appendix A. The selected Contractor must also take primary responsibility for the following tasks: • Optimizing service levels (e.g. container sizing, frequency of pickup, etc.). • Working with County staff to implement SSOM collection service at additional locations and mutually agreed upon date(s) within the contract period. • Working with County staff to document and address any contamination in SSOM collection. • Approving any significant changes made to the collection and management of the SSOM with County liaison before implementing changes. • Responding to County staff liaison communications within 24 hours regarding collection issues and service questions. • Furnishing and maintaining all carts and dumpsters including at minimum an annual washing/swapping of carts and dumpsters. • Picking up/cleaning any spillage to keep the County’s premises clean and free of loose material. • Affixing visible labels on all containers. • Ensuring accessibility to all locations listed in Section 2.2 of this RFP. • Providing on-call service, above and beyond existing system, Monday-Saturday at all locations. • Guaranteeing no lapse in service at start of the new contract. • Furnishing temporary front-load or roll-off dumpsters at County and non-County locations for special collections and short-term events.
