The program plan must accomplish one of the following legislative benchmark(s): Prevent and reduce the incidence of youth violence and other delinquent behavior. Increase adolescent self-sufficiency by encouraging high school graduation, vocational preparedness, improved social and other interpersonal skills and responsible decision-making. For programs targeting youth violence or delinquency or adolescent self-sufficiency, youth may be involved with, or at risk of entering, the child protection or youth justice system. Prevent and reduce the incidence of youth alcohol and other drug use and abuse. For programs targeting substance use prevention, efforts should be aimed at positively influencing youth before the at-risk behavior begins whenever possible and must only be provided to individuals who do not have a diagnosed substance use disorder...
