1) The BHA is seeking qualified providers of on-bill credits under the various Massachusetts net-metering programs, including Virtual Power Purchase Agreements (VPPAs) through the Solar Massachusetts Renewable Target (SMART) program, as well by subscribing as either a host customer or customer of excess generation credits through the General Net-Metering Program that is governed by the Massachusetts System of Assurances (MassACA). The BHA will consider blended net-metering agreements that include the purchase of Renewable Energy Certificates (RECs) for the purpose of complying with Boston’s Building Emissions Reduction and Disclosure Ordinance (BERDO). The BHA is seeking to enroll its Federal Public Housing and Project Based Voucher portfolio, which has an estimated annual electric consumption of 50.9M kWh. 2) The BHA is also seeking opportunities that will achieve BERDO compliance but differ from net-metering agreements. The BHA will consider various options for BERDO compliance, such as but not limited to: 1) The purchase of bundled or unbundled RPS Class I Renewable Energy Certificates (RECs), pursuant to 225 CMR 14.05. 2) The purchase of electricity or generation credits from a non-emitting renewable electricity generating system that is located within the City of Boston.
