The East Texas Council of Governments (ETCOG) is soliciting proposals to obtain the most advantageous financing for the purchase of a building located at 4300 S East End Blvd in Marshall, Texas. The building will be used for operations of multiple public programs such as Workforce training, Veterans, Senior Citizens programs and services that benefit our entire 14-county region. These regional programs serve employers, job seekers, children, people with disabilities and other barriers to employment. The building is currently owned by the State of Texas. Two appraisals were completed by the General Land Office (GLO) and a negotiated price of $550,000 has been agreed to by ETCOG and GLO. All approvals for the purchase of the building have been acquired. ETCOG has been leasing this building from the State for the past 20 years. In addition to the purchase of the building above, ETCOG is seeking financing to renovate its central office located at 3800 Stone Rd in Kilgore, Texas. The purpose of the renovations is to relocate staff who have been housed in a separate building in Kilgore to the Stone Road office building. The renovations will include electrical, HVAC, indoor construction, and refurbishment. The estimated cost of the renovation is $320,000.
