The contractor will conduct a thorough update of the Comprehensive Orange County Emergency Operations Plan to include best practices and Emergency Management Accreditation Program (EMAP) standards. This includes the following and any other duties that might be necessary to complete the scope of services: • Update the County’s EOP and include the formal update and integration of the three (3) municipal Emergency Operations Plans as annexes to the County EOP. • Include the review of and integration with the hospital and University EOPs that exist within the County’s jurisdictional boundaries. • Facilitate a kick-off meeting, any necessary group or individual follow-up meetings, and a close out meeting with public sector, private sector, non-profit, and community group stakeholders. • Each municipal EOP annex update should include at least a kick off and close out meeting and may be scaled to address the needs of the specific municipality. • Hold regular project update meetings with the project management group, comprised of the emergency managers from each jurisdiction. • Prepare and provide a draft version of the EOP to project stakeholders for review.
